Floating IP still accessible after returned to pool

Issue

• We have 3 controllers managed by pacemaker. Neutron uses VRRP. I created a test instance on 30 April in tenant id - 91e0d3f48ef2414bac3ca491feb66a3d
• I assigned a floating ip - xx.xx.xx.xx
• I terminated the instance and deallocated the floating ip from the project.
• As expected the floating IP now does not appear in the neutron port-list, the qrouter namespaces, or the nova list. But I can still ssh to the floating ip and ping the ip externally.
