RFE: Need partitionable slot base resources advertised in partitionable slot classad in MRG

Issue

Need accurate CPU accounting available via condor_status. We were inappropriately using TotalCpus along with our 1-partitionable slot configuration to calculate utilization metrics as TotalCpus accurately represented the number of Cpus available on slot1. There is no attribute that accurately expresses the number of cpus in a configuration with multiple partitionable slots - you have to compensate with a custom classad like the DWA_TotalSlotCpus attribute below:
