Is there a way to install Overcloud without IPMI or power management support for the baremetal nodes ?

Issue

I Cannot install openstack 7 using director on IBM BladeCenter because the hardware is a bladecenter H and there is no IPMI support.
Is there a way to do that without IPMI support?
