PAM errors running cron jobs

Issue

cron jobs fail with the following error in /var/log/cron:
Nov 9 23:35:01 hostname crond[35650]: (root) FAILED to open PAM security session (Permission denied)

There are corresponding errors in /var/log/secure:
Nov 9 23:35:01 hostname crond[35650]: PAM bad jump in stack
