Unable to configure Siteminder

Issue

• We are unable to configure siteminder 12.51v
• We are using RedHat 2.4.6 version and O.S is Linux , We are trying to configure siteminder 12.51 version agent but HTTP server is not coming up and getting below errors in logs.

Apache Logs are :
