lvm doesn't respect filter option

Issue

• Still getting "read failed Input/output" errors for other devices even after setting lvm filter
• even though lvm.conf filter option set to only one partition, LVM is trying to access all multipath volumes, which generates errors, e.g.

# pvs
  /dev/mapper/some_volume: read failed after 0 of 4096 at 0: Input/output error
  /dev/mapper/some_other_volume: read failed after 0 of 4096 at 536870846464: Input/output error
