"JBAS015843" error during startup after JBoss EAP installation

Issue

After I ran the install according to support documentation. Jboss will not start. I'm also not able to bring up the management console at localhost:9990/console from a browser.
But it can startup and run normally during the installation process.
There is an error in server.log:
