Issue

re-configuring Capsule with updating SSL certificates
capsule-installer fails with error Applying migration pulp.server.db.migrations.0009_qpid_queues failed.
all certificates seem to be properly updated:
- /etc/pki/katello/qpid_client_striped.crt used by pulp during the migration step
- /etc/pki/katello/nssdb/ used by qpidd that pulp fails to connect/authenticate to
qpidd service restarted
