[Satellite6] capsule-installer fails with "Applying migration pulp.server.db.migrations.0009_qpid_queues failed."

Issue

• re-configuring Capsule with updating SSL certificates
• capsule-installer fails with error Applying migration pulp.server.db.migrations.0009_qpid_queues failed.
• all certificates seem to be properly updated:
  • /etc/pki/katello/qpid_client_striped.crt used by pulp during the migration step
  • /etc/pki/katello/nssdb/ used by qpidd that pulp fails to connect/authenticate to
• qpidd service restarted
