Why User Portal reporting all DataCenter are down while creating a new VM from user portal?

Issue

  • The RHEV-M Userportal is reporting "Not available when no Data Center is up." when trying to create a new VM.
  • All DataCenters are currently up and running and I can create VM's from within the Admin Portal but while creating VM from user portal, reporting "Not available when no Data Center is up."

Environment

  • Red Hat Enterprise Virtualization 3.5
  • rhevm-3.5.4.2-1.3.el6ev.noarch
