The find utility does not list file names containing multi-byte character(s)

Issue

Using 'find . -name "*.csv"' command does not list a file name that contains multi-byte character(s) in the filename e.g. 'ö.csv'. The character 'ö' is not UTF-8 encoded but it is, for example, Windows-1252.
