Does RHEL 7.1 Identity Management(IPA) server supports user created on IDM which is synced to Active Directory?

Issue

• Red Hat IdM(IPA) 7.1 server has sync agreement with active directory. With this configuration users are getting synced, but If a user is created on IdM server, the user does not get synced to Active Directory server.
• The user account created on IdM server is not getting created on Active Directory server.
