Accessing CMS text content directly results in HTTP 404 in EPP 4.3

Issue

I have created a CMS page in the /default folder called synchronize.html.  When I attempt to access the page using a content URL such as http://server:port/portal/content/default/synchronize.html, I receive a 404 error.  However, I am able to access a resource such as the default portal image using the URL http://server:port/portal/content/default/images/epp4.3.gif.

The documentation about how CMS content can be accessed [1] states:
"As long as the <mime-type> is not text/html, or text/text, and the path to the content begins with /content, the content is rendered independently, outside of the portal. "

So is the reverse of this incorrect? I was under the impression that I should be able to access CMS html content in this manner.  Am I missing something?
