How to permanently disable an Upstart job in RHEL 6

What is the proper way to disable a Upstart service?

Some rpms ship Upstart job configuration files (
/etc/init/*.conf) which are not tagged in the rpm as%config(so modifications get lost on update). How can such jobs be disabled?
