Features file Hot deployment not working in JBoss Fuse 6.2

Issue

Placing a features file in the deploy directory for hot deployment does not work in 6.2. I can verify the folder is being scanned if I make the xml malformed, it throws an error. However if it is correctly formed, I receive no errors or success and none of the intended features are installed.
