nova-manage isn't honoring --vlan option

Issue

This command:

# nova-manage network create --label internal-1700 --fixed_range_v4 172.17.0.0/24 --num_networks 1 --network_size 256 --vlan 1700 --bridge br1700 --bridge_interface eth7 --multi_host T --dns1 10.5.26.20

...fails to place the new network into the specified VLAN (i.e. VlanID is "None"):

# nova-manage network list
