Connection refused when deleting Cinder volumes during many concurrent sessions

Issue

• Cinder client commands such as cinder delete $UUID return ERROR: [Errno 111] Connection refused
• A test was conducted to create and delete 16 volumes at the same time twice; 32 volumes were created but the last 4 were not deleted.
