RHEL 7 IPA-replica-install fails with the error : "CRITICAL failed to configure ca instance Command ''/usr/sbin/pkispawn' '-s' 'CA' '-f' '/tmp/tmpdiBiQa'' returned non-zero exit status 1"

Issue

RHEL7 # ipa-replica-install /tmp/replica-info-ipa7.example.com.gpg --setup-ca --setup-dns --no-forwarder

Fails with the error :

CRITICAL failed to configure ca instance Command ''/usr/sbin/pkispawn' '-s' 'CA' '-f' '/tmp/tmpdiBiQa'' returned non-zero exit status 1

ipa-replica-install completes successfully if we run ipa-replica-install without --setup-ca flag.

In the ipa-replica-install debug logs we see the Error below just before the process fails.

TypeError: cannot concatenate 'str' and 'tuple' objects
