How to get service startup messages to go to the serial console?

How to get service startup messages to go to the serial console?
Configured serial console access setup by following steps as per DOC-7213, but any service startup information is not visible on serial console, such as below

Starting Dovecot: [OK]

```
How can this information be sent to the console?
