Dell DRAC TTY devices not available during kickstart using virtual iso as boot media (e.g. ALT+F2 to get to shell)

Issue

When building both RHEL 5.8 and RHEL 6.3 servers I'm having a problem where Alt-F2 does not switch to give me a command line console. This problem occurs while the build is installing packages and also when kickstart post config scripts run. After reboot from initial build, alt-f2 works fine for switching to another tty. Can you let me know why alt-f2 is not working at build time and help me fix it so I can use it for troubleshooting during the build?

Environment

Red Hat Enterprise Linux
RHEL5.8 and RHEL6.3
