SCTP Abort from Solaris box is ignored by Linux in Red Hat Enterprise Linux 6

Issue

When Solaris generates an ABORT to close an SCTP connection, the Linux kernel seems to ignore the Abort and continues to send heartbeats. The Link eventually fails due to lack of HB ACK, but this is a lot slower than if the Abort were handled properly.
