Why does the command "setfacl" give error messages like "Operation not supported"?

When execute setfacl command, the following error messages gives out:
# setfacl -m u:testuser:rw /path/file-name setfacl: /path/file-name: Operation not supported
Environment
- Red Hat Enterprise Linux all versions.
