Recovery policy of type restart doesn't work with a service using a resource

apache.sh will not stop cleanly if "pkill httpd" is ran
- mysql resource fails to start or stop cleanly
Enviroment
- Red Hat Enterprise Linux 4.0+ or 5.0+
- Red Hat Enterprise Linux Cluster 4.0+ or 5.0+
- /etc/init.d/rgmanager is started
