Why do audio devices have low default volume in pulseaudio?

Issue

Attaching a USB headset, PulseAudio assigns it a very low volume. Gnome-sound-properties seems unable to raise this volume effectively higher. The only way to get the volume up is to use alsamixer -Dhw -c1 and raise the master volume from there.

  • pulseaudio-0.9.21-13.el6.x86_64
