Satellite encountering "could not find program unit being called: PUBLIC.PLITBLM" Oracle errors

Issue

• Satellite WebUI encountering "500 Internal Server Error"
• /var/log/tomcat5/catalina.out mentions "could not find program unit being called: PUBLIC.PLITBLM"
• satellite-sync is failing with a similar error:
