On Red Hat Enterprise Linux, why do my custom init scripts not get executed on shutdown?

Issue

Custom /etc/rc.d/init.d script has been written, but not getting executed on shutdown
Necessary symlinks are in /etc/rc0.d and /etc/rc6.d
Script in /etc/rc6.d doesn't run while reboot the server
The stop command lines in test script in /etc/rc6.d don't execute when rebooting the server
