Why Windows VM fails to start with permission denied error in sysprep payload image

Issue

  • Second run of Windows VM fails with below error after a successful "run once" with attached sysprep floppy.

  • Why the Windows VM created from the template is getting failed on second run with sysprep payload permission denied message. However the issue is not observed in VMs which is created from a blank template.
