pcs commands fail in a RHEL High Availability cluster with "No route to host" or other errors indicating it can't connect to another node starting with RHEL 6 Update 6

Issue

When we updated to RHEL 6 Update 6, pcs commands like pcs cluster setup, pcs cluster start, etc started failing with "No route to host" errors
We are getting errors from pcs cluster setup about connecting to another node, where in RHEL 6 Update 5 we had no issues setting the cluster up.
Why is pcs trying to connect to another node?
How can I configure pcs to connect to pcsd throughout the cluster?

Red Hat Enterprise Linux (RHEL) 6 with the High Availability Add On
pcs-0.9.123-9.el6 or later
