Horizon doesn't allow changing projects
Issue
- In Horizon, selecting the "Project" button now lists the projects the user has access to, but when we click on a different project, these potential things happen based on the user:
1) A normal user gets redirected to the current project, with no change happening.
2) The admin user, when trying to switch to another project, gets "permission denied".
- In neither case can the current project be changed.
Environment
- Red Hat OpenStack 7.0
