[Satellite6.1] Synchronization never finishes for capsules upgraded from Sat6.1beta
Issue
- having Satellite6.1beta deployment with external capsules
- upgrading all the bits to 6.1 GA (6.1.1)
- since then, capsule synchronization stopped working
- a new capsule (fresh installation of Satellite 6.1 GA bits / not upgraded from 6.1beta) is not affected
