systemd shutdown sequence / timing errors

We have BMC Control-M product installed on this server. We are seeing during a normal shutdown, specifically in the journal logs, where it appears that Control-M tries to su from root to the control-m local account it needs to do a shutdown of the control-m database and application, and control-m is unable to log in to do its shutdown. After a timeout, RHEL appears to be killing the process / database in order to shutdown. This is causing corruption in the Control-M database.

However, if the same Control-M shutdown is run manually, using the exact same command / process, it does so without any issue. Start up / boot works fine and no other issues occur until shutdown.

csh environment is used by Control-M product and I suspect this may be part of the issue occurring, whereby the csh is called from bash. We are not looking for assistance with the Control-M product. We are wanting assistance with perhaps something we may be missing in the new systemd process that could be causing an out of sequence or timing issue at shutdown.
