Filename in BIG5 codeset cannot be displayed correctly in Red Hat Enterprise Linux 5 with default 'en_US.UTF-8' locale

Upload files from Microsoft Windows of Traditional Chinese version to vsftp. The filename of upload files are displayed in garbled characters.
