/etc/yum/protected.d/*.conf must be read-able by everyone when installing pulp

Issue

  • When running katello-installer the following error is being observed
[WARN 2015-09-01 11:16:59 main]  /Stage[main]/Pulp::Config/Exec[migrate_pulp_db]/returns: [Errno 13] Permission denied: '/etc/yum/protected.d/protected-rpms.conf'
...
[WARN 2015-09-01 11:16:59 main]  /Stage[main]/Pulp::Config/Exec[migrate_pulp_db]/returns: IOError: [Errno 13] Permission denied: '/etc/yum/protected.d/protected-rpms.conf'
[ERROR 2015-09-01 11:16:59 main]  pulp-manage-db && touch /var/lib/pulp/init.flag returned 70 instead of one of [0]
