kdump is failing when partition number is higher 15

Generating a vmcore via kdump is working if the block device partition number is less than 16
But if partition number is 16 or higher, it's failed to detect the device during kdump

Environment

Red Hat Enterprise Linux 6
kexec-tools-2.0.0-286.el6_7.2 or earlier
