Can not force create instance to compute host
Issue
- The following command fails to create an instance on a specific compute host.
nova --os-tenant-id ${TENANT_ID} boot --flavor m1.large --image rbekb -nic net-id=${NET_ID} ${VS_NAME} --availability-zone nova:rbhost5
