Issue

When installing Red Hat OpenStack 7 with the GA'd kilo RPMs, I can create VMs from cli as admin but when logging into horizon I cannot do so as horizon doesn't recognise user admin's projects.

The 'Projects' dropdown is also missing from the top bar.
