Fuse features install [jpa-hibernate] causes server to behave like fabric

Issue

Environment details:
Linux:Red Hat Enterprise Linux Server release 6.4 (Santiago)
Products used: jboss-fuse-6.0.0.redhat-024
JDK: 1.7 64bit

Issue:
The installation of the jpa-hibernate feature is installing and then works fine. but internally it is converting the Karaf container to semi-fabric.
This is only reflected, when we restart the server.
The server will have just the root service when the list command is entered and it will not have any OSGi commands.

Below are the steps to replicate the issue:
features:install jpa
features:install jpa-hibernate

restart the server
shows:------------------

JBossFuse:admin@root> list
  SSH Port   RMI Ports         State       Pid  Name
[    8101] [1099/44444     ] [Started ] [ 8283] root

-----Before it was showing the list of bundles in the karaf container and we were able to enter all the OSGI commands.
we have also tried this in the windows environment. It is behaving the same.
