What does "IPV6INIT=no" in ifcfg files or network scripts do?

What does IPV6INIT=no in ifcfg files or network scripts do?
/etc/sysconfig/network or /etc/sysconfig/network-scripts/ifcfg-* contains IPV6INIT=no but it seems that it does not affect whether IPv6 is disabled or not.
