Issue

Retiring AWS EC2 Instance hung/stuck on "Powering_down" state.
After retiring AWS EC2 Instance in Cloudforms the state was stuck/still on powering_down but in the AWS console the instance is already stopped.
AWS Console shows the instance as being stopped. CloudForms UI stays in the powering_down.
Retiring a aws instance fails to update the instance's power state once it has fully powered off.
