Issue

• Content sync to a capsule seems will used up all the available bandwidth between the satellite server and capsule. While syncing content to remote capsule, the WAN connection between the 2 DC is almost completely occupied by the sync while is causing other services to suffer.
• A bit of googling points to a parameter max_speed, which is an optional limit to the bandwidth used during downloads, which is a configurable for pulp content sources. Link.
  Could that be used in satellite/capsule to limit the bandwidth used during sync to a capsule?
