OpenStack Nova Scheduler and RamFilter are not respecting the "ram_allocation_ratio" setting

Issue

Nova scheduler and scheduler_default_filters=RamFilter are not working. The ram_allocation_ratio is set to 1.0 to avoid memory overcommit. Is one of the filters cancelling the other? Are the filters being ignored?
