Getting "IndexError: list index out of range" in OpenStack

Issue

When the cinder services exist but endpoint deleted, accessing to /project/access_and_security will cause an error:

IndexError: list index out of range

Accessing the 'Access and Security' page in Horizon returns a "500 Error" and the Horizon Logs shows:

ERROR django.request Internal Server Error: /dashboard/admin/info
