Why is "Auto-Share USB" not checked by default when SpiceUsbAutoShare is set to true in rhevm-config?

Issue

When I use rhevm-config to set SpiceUsbAutoShare to true, I expect the checkbox for "Auto-Share USB" on the UserPortal to always be checked. It current is not. How do I resolve this?
