Destination cluster over a federation link goes out of sync
Issue
We are replicating some queues from a source cluster to a destination cluster. Two from three brokers in the destination cluster jointly shutdown with critical log:
critical cluster(1.2.3.4:5672 READY/error) local error 123456789 did not occur on member 1.2.3.5:2190: invalid-argument:
admin@QPID.0eb08005-17cf-4219-8904-7c13013ffc80: confirmed < (65535+0) but only sent < (1625+0) (qpid/SessionState.cpp:154)
