How can I configure CUPS in RHEL to fail-over from one printer to another

Issue

• We have a set of printers, say P1, P2, P3, P4 located in the operations space in the said order. We want P1 jobs to fail-over to the adjacent printer P2, P2 jobs to fail-over to P3 or P1, P3 jobs to P1, P2 etc Each printer, P1..P4 has its own dedicated application print queue, so we want CUPS to handle the printer fail-over. We do not want CUPS to round-robin print jobs between P1 and P2, or P2 and P3 because each printer has its own dedicated application and we don't want jobs to show up on the "wrong" print queue unless the "correct" print queue fails.
