Using %packages --excludedocs in kickstart with RHEL 7.0 does not exclude docs

Issue

• Used kickstart to install a RHEL 7.0 system with %packages --excludedocs as described in the Installation Guide
  Documentation was not excluded
  Server output:

  [root@rhel70 ~]# grep ^%packages anaconda-ks.cfg
  %packages --excludedocs
  [root@rhel70 ~]# mandb &>/dev/null
  [root@rhel70 ~]# whatis bash
  bash (1)             - GNU Bourne-Again SHell
  [root@rhel70 ~]# whatis ps
  ps (1)               - report a snapshot of the current processes.
