OpenStack services produce a large number of database connection errors: OperationalError: (OperationalError) (2013, "Lost connection to MySQL server at 'reading initial communication packet', system error: 0") None None

Issue

• In a High Availability Red Hat OpenStack environment when a highly available MySQL database using Galera experiences failover the services dependant on the MySQL database produce large numbers of database connection errors observable in OpenStack's services logs. This can cause dependant service specific errors due to not being able to establish connection to the ha database.
