A tomcat resource in RHEL 7 pacemaker starts successfully, and then eventually fails due to monitor timeout

Issue

A tomcat resource has been created and pacemaker is able to start the resource. The resource then times out and pacemaker stops it.

notice: process_lrm_event: Operation tomcat_monitor_0: not running
notice: process_lrm_event: Operation tomcat_start_0: Timed out

Debug log shows:

tomcat(tomcat)[7877]:   2015/06/12_08:24:15 DEBUG: start_tomcat[TomcatCluster]: retry monitor_tomcat

The statusurl for tomcat, https://localhost:8080, does not show a status page
