How routers are scheduled while using l3-agent HA? Is it possible to specify a specific agent for a router?

Issue

1 - Is it possible when creating a router to select which L3 agent will be master for it ?
2 - Is it possible L3 agent act as active/passive for all the tenant router. For example all active router are on same L3 agent and the other L3 agent host only passive router in case of failure. Actually, the active tenant routers are dispatched randomly on the 2 L3 agent.
3 - Is it possible to know via the controller API the L3 agent which handle the traffic for the tenant router ?
