yum update fails with dependency errors about jasper-libs and jasper-devel

Issue

• When we attempt to run yum update on a RHEL 6 system, it fails
  The output ends with the following:

  Error: Package: jasper-devel-1.900.1-15.el6_1.1.x86_64 (@custom-repo)
     Requires: jasper-libs = 1.900.1-15.el6_1.1
     Removing: jasper-libs-1.900.1-15.el6_1.1.i686 (@rhel-6-server-rpms)
         jasper-libs = 1.900.1-15.el6_1.1
     Updated By: jasper-libs-1.900.1-16.el6_6.3.i686 (rhel-6-server-rpms)
         jasper-libs = 1.900.1-16.el6_6.3

   You could try using --skip-broken to work around the problem
