Is it possible to work with RT-Gov without using DT-Gov for deployment ?

Issue

Is it somehow possible to work with RT-Gov without using DT-Gov to deploy the artifacts (e.g. deploying via CLI scripts) ?
It was found that RT-Gov does not collect any metrics if the deployment is made over simple CLI scripts, but does so when the normal deployment process over DT-Gov with S-RAMP combination is used. Is that intended behavior?
